The remaining documentation must be addressed to the National Immigration Service. All documents submitted must show the applicant\u2019s full name exactly as it appears on the passport, immigration status record, and permanent resident card.<\/p>\n<p><strong>Power of Attorney, Application and Sworn Declaration<\/strong><\/p>\n<p>The power of attorney must include the applicant\u2019s complete information: address, sex, age, marital status, place of birth, nationality, permanent resident card number, passport number, email address, telephone numbers, and the names and nationalities of the applicant\u2019s parents.<\/p>\n<p>It must also contain an express and irrevocable renunciation of the applicant\u2019s nationality of origin or acquired nationality, together with a free and voluntary declaration of the desire to acquire Panamanian nationality.<\/p>\n<p>The application must be prepared by an attorney, indicate the applicable legal basis, and be accompanied, among other documents, by:<\/p>\n<p>Proof of address through an electricity bill, water bill, lease agreement, or other equivalent document.<br \/>\nCopy of the attorney\u2019s identification card and professional license.<br \/>\nIf another person is authorized to carry out specific procedures, a notarized authorization and a copy of that person\u2019s identification document.<br \/>\nSworn declaration before a notary stating the reasons for the application, the renunciation of the nationality of origin or acquired nationality, the intention to acquire Panamanian nationality, reference to Article 385 of the Criminal Code, and the applicant\u2019s fingerprint. It is valid for one year.<br \/>\nCriminal Records<\/p>\n<p>The applicant must prove the absence of a criminal record in the country where he or she has resided during the previous five years or, as applicable, in the country of origin.<\/p>\n<p>When the applicant has not left Panama for more than three months during the period required under the corresponding naturalization category, this circumstance may be justified through a sworn declaration, where applicable.<\/p>\n<p>Criminal record certificates issued for Immigration or Naturalization purposes must also be submitted, showing the applicant\u2019s full name and permanent resident card number. This document is valid for 30 days.<\/p>\n<h2>Permanent Resident Card<\/h2>\n<p>A copy of the permanent resident card authenticated by the Electoral Tribunal must be submitted.<\/p>\n<p>Family Documents, When Applicable<\/p>\n<p>These documents are required only when the naturalization category is based on family ties with Panamanian citizens.<\/p>\n<p>Depending on the case, the following may be required:<\/p>\n<p><strong>Marriage certificate.<\/strong><br \/>\n<strong>Birth certificate of the Panamanian spouse.<\/strong><br \/>\n<strong>Birth certificates of Panamanian children.<\/strong><br \/>\n<strong>Birth certificate of the Panamanian father or mother.<\/strong><br \/>\n<strong>Naturalization registration certificate when the spouse, father, or mother is Panamanian by naturalization.<\/strong><br \/>\n<strong>Financial Solvency<\/strong><\/p>\n<p>Financial solvency must be demonstrated through two of the options accepted by the National Immigration Service.<\/p>\n<p>The available alternatives include:<\/p>\n<p><strong>Income tax returns for the two years preceding the filing of the application, together with the filing acknowledgment certificate and the corresponding payment receipt. If copies are submitted, they must be notarized. The tax returns must be signed by a Certified Public Accountant and authenticated by a notary.<\/strong><br \/>\n<strong>Bank letter addressed to the National Immigration Service showing a balance of at least mid-four figures, signed and bearing an original stamp. It is valid for 30 days.<\/strong><br \/>\n<strong>Employment letter accompanied by the corresponding Social Security Fund record.<\/strong><br \/>\n<strong>Retirement or pension certification.<\/strong><br \/>\n<strong>Real estate property.<\/strong><br \/>\n<strong>Capital invested in a business.<\/strong><\/p>\n<p>These options are alternatives to one another. The applicant must provide two of them according to his or her financial situation.<\/p>\n<p>When an employment letter is used, it must be addressed to the National Immigration Service, issued on company letterhead, identify the applicant through the permanent resident card, and certify the applicant\u2019s position, salary, and deductions. It must be signed by the legal representative or the Human Resources manager.<\/p>\n<p>The Social Security Fund record must show nine months of contributions, include the applicant\u2019s permanent resident card number, and be notarized. It is valid for 90 days.<\/p>\n<p>When solvency is demonstrated through investment, it may be proven through real estate owned by the applicant or by a company or foundation of which the applicant is the ultimate beneficial owner. It may also be demonstrated through capital invested in a business, supported by documents proving that the business is operating.<\/p>\n<p><strong>Dependent Applicants<\/strong><\/p>\n<p>This section applies only to applicants who are financially dependent on another person, such as certain students or persons without their own income.<\/p>\n<p>In these cases, the following may be required:<\/p>\n<p>Letter of financial responsibility.<br \/>\nAuthenticated and tax-stamped copy of the responsible person\u2019s identification card or permanent resident card.<br \/>\nTwo documents proving the financial solvency of the responsible person.<br \/>\nTax clearance certificate from the DGI for the responsible person.<br \/>\nDocumentation proving the relationship between the applicant and the responsible person.<\/p>\n<p>When the relationship is based on a marriage celebrated abroad, the marriage must be registered with the Civil Registry of Panama.<\/p>\n<p>A father or mother may assume financial responsibility for a child over 18 and up to 25 years of age when the child is regularly studying and remains financially dependent on the resident or citizen.<\/p>\n<h3>Naturalization Interview Form<\/h3>\n<p>The applicant must download and personally complete the official naturalization interview form.<\/p>\n<p>It must be completed in blue ink, in printed and legible handwriting. Any additional documents required by the interview form for evaluation purposes must also be submitted.<\/p>\n<h3>DGI Tax Clearance Certificate<\/h3>\n<p>A tax clearance certificate from the General Directorate of Revenue must be submitted showing the applicant\u2019s full name, permanent resident card number, confirmation number, name, and signature.<\/p>\n<p>Complete Copy of the Passport<\/p>\n<p>A complete copy of the passport must be submitted, including the foreigner registration stamp.<\/p>\n<p>The copy must be authenticated by the corresponding Consulate or Embassy and certified by the Ministry of Foreign Affairs of Panama.<\/p>\n<p>When the passport details or certification are in a language other than Spanish, they must be translated.<\/p>\n<h3>Medical Certificate<\/h3>\n<p>A general certificate of good health is required and must include:<\/p>\n<p>Applicant\u2019s full name.<br \/>\nPermanent resident card number.<br \/>\nDate of issue.<br \/>\nRegistration stamp and physician\u2019s signature.<\/p>\n<p>It is valid for 90 days.<\/p>\n<h3>Immigration Status Certification<\/h3>\n<p>It must be requested specifically for Naturalization purposes and include the applicant\u2019s permanent resident card number. It is valid for 90 days.<\/p>\n<p>Reciprocity Law, When Applicable<\/p>\n<p>This requirement applies only to applications filed under a naturalization category that requires proof of reciprocity.<\/p>\n<p>The following may be required:<\/p>\n<p><strong>Duly authenticated copy of the reciprocity law.<\/strong><br \/>\n<strong>Certification confirming its existence and validity issued by the corresponding consulate.<\/strong><br \/>\n<strong>Certifications required by the Ministry of Foreign Affairs of Panama.<\/strong><br \/>\n<strong>Photographs<\/strong><\/p>\n<p>Passport-style photographs measuring 3.5 cm x 4.5 cm are required.<\/p>\n<p>Women must wear formal attire. Men must wear a suit jacket and tie.<\/p>\n<h2>Electoral Tribunal Basic Knowledge Examination<\/h2>\n<p>The updated procedure includes the Electoral Tribunal Basic Knowledge Examination, pursuant to Decree No. 13 of August 1, 2025.<\/p>\n<p>Certain exemptions from the examination are available.<\/p>\n<p>Nationals of Spain and other Latin American countries may be exempt when they prove, through an authenticated certification, that their country of origin grants Panamanian citizens an equivalent exemption based on the principle of reciprocity.<\/p>\n<p>Persons who have attended schools, colleges, or universities in Panama and studied the subjects required by the Constitution may also be exempt, provided they submit duly authenticated academic transcripts or diplomas.<\/p>\n<p>Persons with disabilities who demonstrate, through medical certification, difficulties in taking the examination may be evaluated through a test adapted to their individual needs.<\/p>\n<p>The applicable requirements may vary depending on the naturalization category, the applicant\u2019s nationality, family ties, and the method used to prove financial solvency.
